Chap. 204.—An ACT appropriating $10,000 to the State board of agriculture
and immigration, to be expended in promoting and encouraging immigra-
tion into this State.
Approved March 14, 1906.
1. Be it enacted by the general assembly of Virginia, That the con-
missioner of agriculture and immigration is hereby directed and en-
powered to appoint one or more agents, subject to the approval of the
State board of agriculture and immigration, whose duties it shall be to
promote and encourage desirable immigration, said immigrants to be ex-
perienced in agricultural pursuits, and shall be selected from agricultural
districts for farm and desirable domestic labor into this State: provides
however, that no pauper or criminal, or any other persons who cann
furnish a certificate from reliable authority in the community in whic
they last lived, that they are persons of good moral character, be pe:
mitted to be sent into this State under this act; such agent or agen!
shall be at all times subject to the direction and control of the Stat
board of agriculture and immigration.
2. The commissioner of agriculture and immigration shall supply suc
agent or agents, for distribution, with printed and illustrated literature
showing the agricultural and other resources and advantages of thi
State. He may also advertise such resources in such States and cour
tries and through such mediums as the State board of agriculture an
immigration may deem wise and expedient. He shall keep filed in hi
office all applications for labor from citizens of this State who desir
such immigrants or labor, and use every effort to direct to such appli
cants the immigrants or labor best suited for the work desired. ;
3. For the purpose of carrying out this act, the sum of ten thousan
dollars, or so much thereof as may be necessary, is hereby appropriate:
out of funds not otherwise appropriated, and the auditor is hereby di
rected to pay such money to the commissioner of agriculture and immi
gration upon warrants drawn by the State board of agriculture and im
migration and signed by the chairman of said board.
4. The State board of agriculture and immigration shall prescribe an:
fix the salary to be paid said agents, and shall make all proper allowance
for necessary travelling expenses of said agents, and shall prescribe th
duties of said agents; and said agents shall quarterly make sworn state
ments to the board of their expenses.
5. The commissioner of agriculture and immigration shall make a re
port quarterly to the State board of agriculture and immigration, an
annually make a detailed report to the governor showing the receipts anc
disbursements, results obtained, or expected to be obtained, or any othe
information or suggestions upon securing immigrants for this State.
