Chap. 16.—An ACT to amend and re-enact section 108 of the Code of Vir-
ginia so as to authorize county, city, and district officers who are ap-
pointed to fill vacancies to qualify in the same manner as if elected by the
people.

1. Be it enacted by the general assembly of Virginia. That section’ one
hundred and eight of the Code of Virginia be amended and re-enacted
so as to read as follows: °
$108. All officers appointed under the two preceding sections to fill
vacancies shall, within thirty days after their appointment, qualify and
give bond before the court or judge making the appointment, or before
the clerk of the court having authority to make such appointment, in
like manner as is provided by section eight hundred and twelve for the
qualification of such officers when elected by the people, and if he qualify
before the judge in vacation, the judge shall] certify the fact, and the
certificate and bond shall be returned and recorded as provided by law.
2. An emergency exists because of the inconveniences and delays here-
tofore existing, and therefore this act shall be in force from its passage.
