1. Be it enacted by the general assembly of Virginia, That sectic

he roads and bridges of Alexandria county, as amended by an act a

ight, be amended and re-enacted so as to read as follows:
$6. Not more than a sum equal to twenty per centum of the gro
wells of any district for road purposes for the year immediate
receding shall be expended in any one fiscal year for repairs to roads |

All other work on roads shall be by contract, and in the letting of suc!
contracts the board of supervisors shall cause to be posted, or otherwis
advertised, a notice of the proposed letting of said contract at least seven
days before the letting thereof. The plans and specifications of sai
work and the estimates of the kinds and quantities of said work and o
materials required, shall be accessible to all bidders at least five day
before the letting. Said bids shall be filed with the clerk of the boar:
of supervisors, and they shall be by him kept unopened until the firs
meeting of said board after the completion of the advertisement for th:
hids, at which time said bids shall be opened, and the contract for saic
work or materials shall be awarded by the board of supervisors to the
lowest responsible bidder, who shall be required to furnish within five dav:
after said award, a bond to be approved by said board in double the gros:
amount of his contract. No work upon roads in any district shall Ix
undertaken unless there is sufficient money to the credit of said distric
to pay the same, or, in case of contract work, shall be estimated by the
treasurer of said county as likely to be on hand at the time of the com-
pletion of said contract.
