Chap. 86.—An ACT to authorize the town of Salem and the county of Roanoke,
or. either, of them, to appropriate money for the purpose of securing the loca-
tion of a State female normal school at or near the town of Salem, and to au-
thorize the issue of bonds in connection therewith.
Approved March 10, 1904.
1. Be it enacted by the general assembly of Virginia, That the town
of Salem, through its council, and the county of Roanoke, through its
board of supervisors, or either of them, may contribute and appropriate
money to any State female normal school which may be established, for
the purpose of securing its location at or near the said town; and may
issue town or county bonds for the whole or any part of such contribu-
tion, payable at such time and on such conditions as may be prescribed
by said council for the town and said board of supervisors for the
county: provided, however, that such bonds shall not bear interest ex-
ceeding six per centum per annum, and shall not be sold below par.
2. Before such contribution or appropriation is made, or bonds issued
by said town, the same shall be authorized by a majority of the qualified
voters of the town voting at an election to be held in accordance with the
provisions of the acts of assembly, approved April twenty-seventh, nine-
teen hundred and three; acts special session nineteen hundred and two
and nineteen hundred and three, page two hundred and fifty-nine, ete.,
and amendments thereto.
3. Before such contribution or appropriation is made or bonds issued
by the said county, the same shall be authorized by a majority of the
legal voters of the county voting at an election to be held in accordance
with the provisions of the act of assembly mentioned in the preceding
section and amendments thereto.
4, As the place for the State female normal school may be selected
before said town or county could make an offer therefor if this act does
not take effect at once, an emergency is declared, and this act shall be in
force from its passage.
