1. Be it enacted by the general assembly of Virginia, That section
thirty-nine hundred and sixteen of the Code of Virginia, as amended and
re-enacted by an act approved December twenty-fourth, nineteen hun-
dred and three, be amended and re-enacted so as to read as follows:
§ 3916. When appeal may be taken; witnesses to be recognized.—A
person from whom such recognizance is required may appeal to the cir-
cuit court of the county or corporation court of the corporation, and, in
such case, the officer from whose judgment the appeal is taken shall
recognize such of the witnesses as he thinks proper: provided, however,
that the person taking the appeal may be required to give bail, with
good security, for his appearance at the circuit court of the county or
corporation court of the city.
' 2. This act shall be in force ninety days after the adjournment of the
general assembly.
