Chap. 62.—An ACT appropriating the sum of $250,000 for the enlargement, resto-
ration, and repair of the State capitol building, providing for the supervision of
the expenditure thereof, and repealing so much of an act approved April 2, 1902,
as appropriates $100,000 for restoring and repairing said building, etc. an
Approved March 7, 1904.
1. Be it enacted by the general assembly of Virginia, That the sum .of
two hundred and fifty thousand dollars, or so much thereof as is neces-
sary, be, and the same is hereby, appropriated out of any money in the
treasury not otherwise appropriated for the enlargement, restoration and
repair of the State capitol building. The said sum shall be expended
under the supervision of the governor and six members of the general
assembly—three from the house of delegates, to be appointed by the
speaker, and three from the senate, to be appointed by the president of
the senate: provided, however, that the enlargement of said building
shall be made by the erection of wings in general accordance with the
plan shown in the designs submitted by, and provided they make satisfac-
tory agreements with the building committee herein provided for, shall
be made under the supervision of Messrs. John K. Peebles, of Norfolk
city, and Noland and Baskerville, of the city of Richmond, and Frye and
Chesterman, of the city of Lynchburg, embracing substantially the orna-
mental plans for the exterior as shown in the design submitted by the
two last-named firms; or in the event of no satisfactory agreement being
made with said building committee, then under the supervision of some
other competent architects: provided, further, that said enlargement,
restoration, and repair shall be undertaken as soon after the adjourn-
ment of this present session of the general assembly as practicable, and
be completed as soon as may be: and provided, that the interior of the
present building shall be so renovated and remodelled as to afford con-
venient offices and rooms for the accommodation, as far as practicable,
of the departments of government and for the transaction of the public
business: provided, that no contract shall be accepted for the work re-
quired by this act which will cost complete more than the sum of two
hundred and fifty thousand dollars, including architects’ fees, and no
part of this sum shall be paid out until such contract is signed amd de-
livered to the building committee herein required, accompanied by a
bond, with sufficient security, to be approved by said committee, on the
part of the contractors, conditioned for the faithful performance of the
contract, in the sum of one hundred thousand dollars: and provided, that
not more than seventy-five thousand dollars shall be paid out of the
treasury during the current fiscal year. ,
2. Be it further enacted, That so much of an act approved April
second, nineteen hundred and two, as appropriates the sum of one hun-
dred thousand dollars, or so much thereof as is necessary, for restoring
and repairing the State capitol building, interior and exterior, and as
provides for the supervision of the expenditure thereof, be, and the same
is hereby, repealed. )
