Chap. 45.—An ACT authorizing the. board of supervisors of Prince William
county to issue bonds and appropriate the proceeds thereof to the establish-
ment of a State normal school for girls in said county.
Approved March 2, 1904.
1. Be it enacted by the general assembly of Virginia, That upon the
presentation of a petition signed by a majority of the registered voters
of Manassas magisterial district, of Prince William county, Virginia,
requesting the issue of bonds amounting to ten thousand dollars, bear-
ing five per centum interest and payable in twenty-five years, but re-
deemable at the option of the said board of supervisors after five years
from their date, the principal of said bonds and interest to be paid out
of levies on the property in said magisterial district; that the board of
supervisors of Prince William countiy is hereby empowered, authorized
and directed to issue the bonds of Prince William county in denomina-
tions of one hundred dollars each and payable as above; and the said
board is further authorized to sell said bonds to the highest bidder, but
at not less than par; the money arising from the sale of said bonds to
be used in the erection of buildings for a State normal school for girls,
to be located at or near Manassas, Virginia.
2. The bonds hereinbefore authorized shall not be issued unless
the said State normal school for girls is located at or near Manassas,
Virginia.
3. The said board of supervisors of Prince William county is hereby
authorized, in the event the said bonds are issued, to make the proper
levies annually.on the property of Manassas magisterial district to pro-
vide for the payment of the interest on the said bonds and to provide for
the payment of the principal of the same as in their judgment may be
most expedient; and the moneys arising from said levies shall be held
and kept as a separate fund, in the hands of the county treasurer of
Prince William county, and shall be used solely for the discharge of the
interest and principal of said bonds. And the said board, if in their
judgment expedient, may provide a sinking fund to discharge said bonds
and invest the said sinking fund, taking the proper security therefor.
4. The bonds issued under the provisions of this act shall not be sub-
ject to taxation by said county or municipal authority therein, the pro-
ceeds of said bonds being intended to be used exclusively for educational
purposes.
5. That, on presentation of a petition from any of the other five magis-
terial districts of Prince William county, signed by a majority of the
registered voters thereof, requesting that bonds for an amount not ex-
ceeding five thousand dollars shall be issued by the county, the principal
and interest of the same to be paid out of levies upon the property of
the district so petitioning, that the said board of supervisors is hereby
empowered, authorized and directed, by and on behalf of said districts,
cr any one of them, to issue bonds to the amount named in said petition,
the denominations and other provisions for the issuing and payment of
said bonds to be the same as hereinbefore provided for Manassas magis-
terial district.
6. This act being an emergency act by reason of the necessity of en-
abling Prince William county to make an immediate tender to the State
of Virginia of a donation, on condition that a State normal school for
girls shall be located at or near Manassas, in said county, which location
is to be determined forthwith, this act shall be in full force from its
