Chap. 158.—An ACT to confer upon all the city and municipal corporations add
tional and full power to regulate and control the sale of wine, malt liquor:
ardent spirits, and all intoxicant liquors.
Approved April 16, 1903.
1. Be it enacted by the general assembly of Virginia, That all citie
and towns of the State of Virginia shall have full power to pass all by
laws, rules, and ordinances (not repugnant to the Constitution and law
of this State) that may be deemed necessary to require saloon-keepers an:
all other persons who may be licensed to sell whiskey, wine, malt liquor
or other intoxicating drinks, to close their places of business between cer
tain prescribed hours of each day; which hours shall not be earlier tha
nine post-meridian nor later than six ante-meridian of the dav following
and to prohibit the sale of any and all such drinks within the specific
hours fixed by the rules, by-laws, and ordinances of said cities or town
within the corporate limits of such cities or towns.
2. ‘To pass all by-laws, rules, and ordinances (not repugnant to th
Constitution and the laws of this State), which may be deemed necessar
to prevent all saloon-keepers and all persons who are licensed: to sell whis
key, wine, beer, malt liquors, or other intoxicating drinks in the cities an
towns from erecting, maintaining, or using any screen, shade, partition
or other obstructions in the places of business of such persons who ar
licensed to sell whiskey, wine, malt liquors, or other intoxicating drink:
whereby the full, free, and easy public view from the streets in such place:
of business mav be cut. off or obstructed.
3. This act shall be in force from its passage.
