1. Be it enacted by the general assembly of Virginia, That sectior
fifteen of an act in force January thirty-first, eighteen hundred and
eighty-four, entitled an act providing a charter for the city of Norfoll
and repealing the existing charter, approved April twenty-first, eighteen
hundred and eighty-two, be amended and re-enacted so as to read a:

§ 15. There shall be elected on the fourth Thursday in May, nineteer
hundred and two, and on the fourth Thursday in May bi-ennially there.

tion, or as soon thereafter as practicable, in such manner as they shall
deem proper, to elect sixteen of their number to constitute a select coun.

the remaining twenty-seven councilmen who shall constitute the com-
mon council. The councils, after their separate organization, shall, in
such manner and at such time as may be prescribed by ordinance, pro-
ceed to appoint all officers, clerks and assistants whose election or ap-
pointment is not otherwise provided for by law.
2. All acts or parts of acts in conflict herewith are hereby repealed.
3. This act shall be in force from its passage.
