Chap. 126.—An ACT to provide Artificial Limbs for citizens of the Com-
monwealth who lost their Limbs in the Late War.
‘Passed January 29, 1867.
1. Be it enacted by the general assembly, That the
governor, auditor of public accounts and Dr. F. B. Watkins,
of the city of Richmond, who are hereby constituted a board
for the purpose, are directed to contract for and furnish to
avery citizen of this commonwealth who has lost a limb in
-he late war, an artificial linib, to supply the place of the one
30 lost, provided that the applicant furnish a certificate from
che court of his county, showing that he is a citizen of this
state, and that he lost his limb in the late war.
2. The sum of twenty thousand dollars (if so. much is
equired for the purpose) is hereby appropriated to defray
he charges and expenses attending the execution of the pro-
‘isions of the foregoing section, to be paid by the treasurer,
s the same may be required, out of any money not other-
wise appropriated, upon the order of the auditor, counter-
signed by the governor.
3. ‘Said board may adopt and publish such rules and regu-
lations as it may deem suitable for carrying this act into
effect.
4. Should the office of Dr. F. B. Watkins, as a member of
said board, become, from any cause, vacant, either tempora-
rily or permanently, the other named: members of said board
may supply his place by the appointment of some other sur-
geon, to act during the. temporary vacaucy, Or permanently,
as-the case may be.
