Chap. 164.—An ACT to enable the Common Couneil of Charlottesville t
erect Water Works.
Passed February 15, 1866,
1. Be it enacted by the general assembly of Virginia, Tha
the common council of the town of Charlottesville is hereb
empowered to construct, within or near the corporation line
of said town, water works, for the purpose of supplying th
inhabitants with water, and for extinguishing fires: and th
said common council shall have power to purchase or cor
demn, according to the provisions of the Code, chapte
fifty-six, such lands as may be necessary for right of way fo
all proper conduits and water pipes, and so much as may b
required for the erection of such works, and for proper!
carrying into effect the objects of this act.
2. The common council of said town of Charlottesvill
for the purpose of raising funds for constructing such wate
works, shall have authority to bérrow not exceeding thirt
thousand dollars, by the sale of the bonds of the corporation
but no money shall be so borrowed until a poll shall hav
been opened, under such regulations and after such publi
notice as the said common council shall prescribe, for th
purpose of taking the sense of the freeholders of said tow1
nor until three-fourths of such freeholders shall have cor
sented to the contraction of such loan. :
3. The common council aforesaid shall have authority t
enact all such police regulations as may be necessary to pre
tect such water works, in all its parts, from damage or tre:
‘pass, whether within or without said corporation lines, an
to make all proper rules and regulations for disposing of th
water amongst the inhabitants of said town, and to inflic
such fines and penalties as may be proper to prevent tl
violation of such rules, or the unnecessary waste of th
water.
4, This act shall be in force from its passage.

six, such lands as m: iw be necessary for right of w iy tor all
proper conduits and water pipes. and so much as may be re-
quired for the erection of such works, and for properly ear-
rying into effect the objects of this bill.
2. The common eouncil of said town of Charlottesville, for
the purpose of raising funds for constructing such water
works, shall have authority to borrow not exceeding thirty
thousand dollars, by the sale of the bonds of the corporation:
but no money shall be so borrowed until a poll shall have
been opened, under such regulations and after such public
notice as the said common council shall prescribe, for the pur-
