Chap. 146.—An ACT to authorize the Librarian to prosecute for Lost or
Mutilated Books.
. Passed February 21, 1866.
1. Be it enacted by the general assembly, That the li-
prarian is authorized and required to institute and prosecute,
by motion, on ten days’ notice, before any judge of any court
n Virginia, or justice of the peace, in the name of the com-
nonwealth, against any person mutilating any book, map or
ther property of the library, or obtaining and not returning
he same within the time fixed by the library rules; or
gainst any person In Whose possession such book, map or
ther property may be found, upon a refusal to return the
ame, upon demand, to the librar ian, after the proper time
or its return; and in any proceedings under this act, the
brarian shall be a competent witness; and recovery shall be
ad of double the value thereof, if in one volume only; but
+t be one ofa set, then double the value of the set to which
may belong. or if mutilated.
2, This act shall be in force from its passage. .
