1, Beit enacted by the soneral asscmbly, That the thir-

feenth section of the act entitled an act to amend the charter
of the James river and Ikanawha company, passed twenty-
third of March, eighteen hundred and sixty, be amended and
re-enacted so as to read as follows:

*§ 13. In ease the said James river and Kanawha company
shall not complete their canal to Covington within one year
trom the thirty-first of March, eguteen hundred-and sev enty -
one, Without any further application to the general assembly
tor aid, either by loan trom the state. subscription or other-
wise, all the property, rights, franchises and privileges of
every description of the said company shall be transferred to
and become the property of the state.”
