Chap. 81.—An ACT to incorporate the Richmond city and Seven Pines
railway company.
Approved February 3, 1888.
1. Be it enacted by the general assembly of Virginia, That
Thomas B. Murphy, Valentine Hecbler, Junior, PM. Conner,
A. G. Babcock, C. L. Miller, I. J. Hawkes, John C. Fowler,
Charles Benson, George Neise and J. M. Bailey, together
with such other persons as are now or may hereafter be asso-
ciated with them, shall be and they are hereby constituted
and made a body politic and corporate by the name and style
of the Richmond city and Seven Pines railway company.
2. The said company shall have power and authority to
construct, equip, maintain, and operate a street railway, com~
mencing at some point between Twenty-fifth and P streets,
and Twenty-ninth and P streets,.in the city of Richmond,
and extending along Twenty-fifth, Twenty-sixth, Twenty-
seventh, Twenty-eighth or ‘'wenty-ninth streets, as they may
select, to the Nine-mile road in the county of Henrico, thence
along and on the said Nine-mile road to Seven Pines, in the
county of Henrico. But the said road shall be built and
operated so as not to interfere with travel upon and along
the said Nine-mile road and the streets of the said city, and
the same shall be used with the consent of the county court
of Henrico county and the common council of the city of
Richmond.
3. It shall be lawful for said company to transport passen-
gers, freight, and baggage over the line of their railway, and
to collect tare and tools for the same; and may use horse,
steam, or electric power to propel the cars upon its road.
4. The capital stock of said company shall not be less than
eight thousand dollars nur more than one hundred thousand
dollars, to be divided into shares of one hundred dollars each.
5. The said company may acquire and own real estate not
to exceed five hundred acres.
6. The said company shall have power and authority to
lease its road and to borrow money for the use of the corpo-
ration, and to secure such loans by deed of trust on all or
part of its estate and franchise and income.
7. The officers of said company shall consist of a president
and five directors; shall be elected by the stockholders in
convention, each eee of, stock to be entitled to.one vote,

and shall hold their office for one year, or until their succes-
sors are elected, said election to take place annually.
8. The president and board of directors shall appoint such
other officers and employees to manage and operate said road
as may be necessary.
9. And whereas there is located at Seven Pines a national
cemetery, and it is proposed to ask the congress of the
United States to aid in constructing and operating said road,
it is therefore further enacted that it shall be lawful for said
company to accept any such aid either in constructing said
road or in operating the same, and upon such terms as may
be agreed upon between said company and the United States
government, or its duly authorized agents.
10. This company agrees to pay all taxes, dues, or demands
which may be due the commonwealth or become due, in law-
ful money of the United States, and not in coupons.
11. This act shall be in force from its passage.
