Chap. 425.—An ACT to legalize certain subscriptions of the town of
Goodson, Virginia, to the South Atlantic and Ohio railroad company
upon certain conditions.

Whereas the town of Goodson, Virginia, on the day
of — , eighteen hundred and eighty-five, voted a sub-
scription to the South Atlantic and Ohio railroad of twenty-
five thousand dollars, by a vote of two hundred and thirty-
one for the subscription, and none against, which vote was
within thirty-three of the total number of registered voters
in the town; and whereas the said town of Goodson voted
an additional subscription of twenty-five thousand dollars to
the said railroad company on the nineteenth day of February,
eightecn hundred and eighty-seven, by a voto of two hun-
dred and two for the subscription and two against; and
whereas it is claimed that the amount of both subscriptions
is in excess of the amount which the said town is authorized
by law to subscribe to any work of internal improvement;
therefore,
1. Be it enacted by the gencral assembly of Virginia, That
the said subscriptions are hereby levalized, ratified, and con-
firmed, and the town council of Goodson, Virginia, is hereby
authorized, and it is made its duty to issue and to deliver to
said railroad company, bonds of the corporation having
thirty years to run and bearing six per centum intcrest, pay-
able semi-annually, whenever the said railroad company shall
have complied with the conditions upon which the said sub-
scriptions were votcd; and the said council is hereby author-
ized, and it is made its duty, to levy e tax upon the taxable
property within its corporation limits sufficient to meet the
interest upon the said bonds: provided that none of the pro-
visions of this act shall become in force until the said ratl-
road company shall have subscribed one hundred thousand
dollars to the capital stock of a company, which shall have
erected a blast furnace of not less than one hundred tons
daily capacity, and have the same in operation: and provided
further, that the said bonds shall not be delivered to the said
railroad company, until the said furnace is erected and in
operation upon the line of the South Atlantic and Ohio rail-
road as now located within the corporation limits of the town
of Goodson, or within the county of Washington, and not
more thar two miles from the corporation line of the town of
Goodson; and the said railroad company is hereby author-
ized and empowered to make the said subscription; where-
upon the said bonds shall be delivered to the said railroad
company simultancously with the delivery of the said bonds;
the said railroad company shall deliver to the council of tho
town of Goodson, fifty thousand dollars par value in the
capital stock of the said railroad company, and the said rail-
road company shall thereupon deliver to the company who
shall have erected the said furnace, fifty thousand dollars in
the said bonds of the town of Goodson, in payment of the
same amount of its subscription to the capital stock of the
said furnace company.
2. This act shall be in force from its passage.
