Chap. 174.—An ACT to authorize the trustees of New London acad-
emy to lease said buildings to county superintendents of schools of
Bedford and Campbell counties for school purposes.

Whereas the trustees of New London academy, in the
county of Bedford, incorporated by act of assembly approved
seventeen hundred and ninety-five, and amended eighteen
hundred and forty-two, desire to lease said academy and
the appurtenances thereto, and a part of the revenue ac-
cruing from a fund for the support of said academy, held
by them as trustees, to the county superintendents of pub-
lic free schools in the counties of Bedford and Campbell,
for the purpose of establishing a public free school, to em-
brace a high school, in which shall be taught a complete
academic course, free of tuition charges, to such advanced
white pupils in the said counties as may be designated by the
board of managers provided for in this act; and also a pri-
mary department of equal grade with the common free
schools of said counties for white pupils living within said
counties: now, therefore,
1. Bo it enacted by the general assembly of Virginia, That
the trustees of New London academy be and they are hereby
authorized and empowered to lease for a term of years to
the county superintendents of the countics of Bedford and
Campbell, and their successors in office, the academy build-
ngs and premises, and to pay over such portion of the
revenue belonging to said academy as may be agreed upon
by the parties to the lease, to the order of a board of man-
avers to be composed of the county superintendents afore-
said, and one of the trustees of the academy. Any change
may be made at any time in the terms of said Icase by the
consent of the parties, and it may be renewed from time to
time as they may deem best.
2. It shall be the duty of the board of managers to estab-
lish, as soon as practicable, the schools described in the pre-
ainble to this act, under such rules as may be sanctioned by
the State superintendent, to whom reports shall be made
showing the collections and disbursements of funds, and so
forth, and said school shall be subject to the lawful authority
of said superintendent.
3. The superintendents of the counties of Bedford and
Campbell, respectively, may at their discretion set apart a
asum for the maintenance of said high school, which shall
not exceed one-half of one cent on one hundred dollars of
taxable property, or one twentieth part of the county levy
for public school purposes in any one year, said sum in each
year to be determined by the board of managers. The said
sums thus set apart shall be paid out of the respective trea-
surys upon warrants drawn by the county superintendents,
and attested by the clerk of the board of managers.
4. The pay of the clerk of the board of managers shall
be two dollars per day for each meeting of the board.
5. At the end of each month, or at periods fixed by the
board of managers, the said superintendents shall notity the
clerks of their respective school boards of the amounts due as
tuition from that board, which charge for tuition shall not
exceed one dollar and fifty cents per month per pupil. The
warrants drawn by the district boards for their tuition fees
shall be made payable to the board of man: Avers
