Chap. 107.—An ACT to make provisions for the levying a special tax
for sinking fund purposes for the city of Roanoke.

1. Be it enacted by the general assembly of Virginia, That
it shall be lawful tor the city council of the city of Roanoke.
to levy a special tax for the year eighteen hundred and
eighty-seven, in addition to the regular annual levy for city
purposes of an amount not to exceed two dollars upon the
hundred dollars of the assessed valuation of real and personal
property, the proceeds of which special tax shall be invested
in such safe interest bearing securities as shall be deemed
best by the sinking fund comiissioners of the city under tke
advice and direction of the city council, which said securities,
with the interest accruing thereon, shall be devoted exclu-
sively to the enlargement of the sinking fund tor the purpose
of liquidating the present and future indebtedness of said city
when it matures.
2. That no such special tax, however, shall be levied as
hereinbefore provided, until the city council shall have first
submitted the question of levying the said tax and the amount
thereof to the voters of the city at a special election to be
held some time in the year eighteen hundred and eighty-
seven, and in such manner as is prescribed in section sixty of
the city charter. and if it shall appear by the report of the
said election that a majority of the voters who vote at said
election approve of the said tax, and that the said majority
includes a majority of the freehold voters who vote at the
said election, then the city council shall have authority to
impose said tax.
3. The proceeds of this special dax shall be kept separate
from the other tunds of the city, and the city treasurer, as
compensation for his services in collecting this tax, shall
recelve one-fourth of one per centum on the ‘Amount collected
by him.
4. That section fifty-two of the charter of the city of Roa-
noke, shall not apply to the provisions of this act.
5. This act shall be in force from its passage.
