Chap. 186.—An ACT giving authority to City of Richmond to im-
prove and control roads to New Reservoir and Soldiers’ Home.
Approved February 20, 1886.
Whereas, the best interests of the city of Richmond demand
an extension of its authority over the Grove avenue and New
Reservoir avenue or boulevard, in the county of Henrico,
these constituting together a popular thoroughfare and pleasure
drive, and being the principal way of approach from said city
to the new reservoir park, water works and Soldiers’ Home;
and whereas, any improvements made upon said avenue, in the
manner herein provided, would enure alike to the benefit of
said county, by relieving its citizens of the tax necessary to
keep said avenues in proper order, and enhancing the value of
property along said lines of improvement:
1. Be it enacted by the general assembly of Virginia, That
the city of Richmond shall have the control and management
of said Grove avenue from the western limits of said city to
the Soldiers’ Home, and of said boulevard from the Broad
street or Mountain road to said reservoir, and of the city’s
grounds contiguous thereto; and that said city of Richmond
shall have the power to make such ordinances, orders and re-
gulations relating to the said avenues and grounds as it may
deem proper and necessary; but the citizens of the county shall
have the same privileges as the city of Richmond.
2. This act shali be in force from its passage.
