Chap. 119.—An ACT to provide for the completion of the South-
western Lunatic Asylum, and appropriating money therefor.
Approved February 12, 1886.
1. Be it enacted, by the general assembly of Virginia, That
the sum of one hundred and thirty-five thousand dollars be
and the same is hereby appropriated for the purpose of com-
leting and putting in operation the Southwestern lunatic asy-
lam; the same to be paid by warrants of the auditor of publi
accounts on the treasurer of the commonwealth, out of any
money in the treasury not otherwise appropriated, in the sums
and at the times hereinafter provided.
2. The sum of seventy-five thousand dollars, for the purpose |
of completing said asylum building. Said sum to be at the’
disposal of the building committee of said asylum, as appointed
by an act approved the twenty-ninth of November, eighteen
hundred and eighty-four, the same to be drawn from the treas-
ury and paid out by said building committee as the building
rogresses, the money to be paid to the treasurer of said build-
ing committee, upon the order of said committee, made as pro-
vided in the act approved November the twenty-ninth, eighteen
hundred and eighty-four, creating said committee; a copy of
such order to be delivered to the auditor of public accounts,
signed by the chairman and secretary of the building com-
mittee.
3. The sum of thirty thousand dollars, for the purpose of
furnishing said building with proper arrangements for water
supply, heating, draining, grading, lighting, and other appur-
tenances to the building which, in the judgment of the build-
ing committee may be necessary and proper. Said money to
be drawn out by the building committee in such sums as may
be required as the work progresses, and in accordance with the
provisions of the previous section. °
4. The sum of thirty thousand dollars, for the purpose of
furnishing, equipping and placing the asylum in full and com-
plete operation, as soon as possible after its completion; said
sum to be drawn by the directors of said asylum, when they
shall have been appointed and organized as required by law.
In proceeding under this section it shall be the duty of said
board to obtain such information and to use such precaution
as to enable it to put said asylum in a suitable condition to re-
ceive patients at the least possible cost, and for this purpose it
shall have the power to select some person or persons who
shall, if deemed best by the board, visit such institution, as
the board may direct, to obtain information as to the most
suitable furniture and fixtures necessary for said asylum; and
said board is authorized to pay the reasonable expenses thus
incurred by such person or persons.
5. The board of directors are authorized to elect a treasurer
(who shall not be a director), who shall give bond in such
penalty as shall be approved by the board. The board of di-
rectors is authorized to direct its treasurer to draw the money
appropriated by the preceding section, at such time and in
such sums as may be needed for the equipment and furnishing
said asylum, as provided in the foregoing section; but the
auditor of public accounts shall only issue his warrants on the
treasurer of the commonwealth to the treasurer of the board,
for such sums as may be needed, upon the receipt of the order
of the board, signed by the chairman and certified by the sec-
retary thereof. |
6. Said board of directors, when said building is completed
and ready for the reception of patients, shali proceed to or-
ganize said institution, by the election of such officers and
employees as may be provided for under the general law, ap-
plicable to asylums in this state. When the asylum is ready
for the reception of inmates, the board shall give such public
notice thereof as it may deem proper.
7. This act shall be in force from its passage.
