Chap. 414.—An ACT to prevent frightening of animals, injuring and
killing of persons, and spreading of fire by careless moving of engines
with stenm on the turnpikes and county roads of the state,
Approved March 13, 1884.
1. Beit enacted by the general assembly of Virginia, That
any person who shall move an engine with steam on any
turnpike or county road of this state, shall first send and
keep one hundred yards in front of his engine, & Messenger,
whose duty it shall be to notify persons of’ the approach of
the steam engine, and if necessary, to assist them in holding
their horses until it shall have passed by. Such engine shall
be provided with a good spark-arrester, in proper order and
place, to prevent spreading fire.
2. ‘Any person who shall fail to conform to the require-
ments of the preceding section shall be liable to a fine of’ five
dollars, to be imposed as like fines, on conviction and judg-
ment beforea justice of the peace. The offender or offenders
shall be liable for damages to any person agvrieved.
