CHaP. 99.—JOINT RESOLUTION in reference to abolishing the
Federal internal revenue tax on manufactured tobacco.
Approved February 14, 1882.
Whereas the culture and manufacture of tobacco occupies
he attention and involves the capital of a large portion of
he people of Virginia; and whereas this great staple pro-
luct of the commonwealth has for years been burdened with
excessive federal taxation, and has been forced to yield an
enormous revenue to the national government, while the state
government was unable to meet its obligations and expenses;
and whereas this system of taxation has exerted, and still
exerts, a depressing influence upon this important branch of
our trade; and whereas it appears by official reports that the
financial condition of the national government is firmly
established upon a solid basis, and that its treasury is full to
overflowing—insomuch that congress is turning its attention
to a substantial reduction, and as to many articles an entire
repeal of direct taxation; therefore (the house of delegates
concurring),
1. Be it resolved by the general assembly, That the sena-
tors from Virginia be instructed, and her representatives in
congress be requested, to use their utmost endeavors to secure
the passage of a bill repealing the present internal revenue
tax on manufactured tobacco imposed by the federal govern-
ment.
2. Resolved, That his excellency, the governor of this
commonwealth, be requested to furnish a copy of these reso-
lutions to each of our senators and representatives in con-
gress.
