Chap. 95.—An ACT to authorize the governor to hire convicts to the
board of supervisors of Bedford county, and to provide for making
levy to pay hire.
Approved February 20, 1878.
1. Be it enacted by the general assembly of Virginia, That
the governor be and is bereby authorized to bire to the board |
of supervisors of the county of Bedford such able-bodied con-
victs, not exceeding fifty in number, as can be spared from
the workshops of the penitentiary, and without interfering
with previously made contracts, to work on the construction
of a turnpike road from Davis’ mills to some point near Big
island, in the county of Bedford, under such conditions as to
safe keeping as the governor and the said board of su per-
visors may agree upon in constructing said road. And in
the event of said board of supervisors hiring said convicts,
they are authorized and required to provide, in making the
county levy, a sufficient amount, not to exceed fifteen cents
in the hundred dollars of taxable values, in any one year, to
pay for transporting, feeding, guarding, and supplying medi-
cal attendance for said couvicts, and such other expenses as
may be indispensable for the purpose of constructing said
road; and the said board of supervisors shall have entire
control and direction in constructing said road, and they
may make and enforce such regulations as may be necessary
for the purposes of this act.
2. The compensation paid for said convicts shall not be
more than the expense of transporting from and to the peni-
tentiary, and of feeding, guarding, and supplying them with
medical attendance during the time they are so hired to said
board of supervisors. The governor shall reserve the right
to revoke any contract made under the provisions of this
act.
3. This act shall be in force from its passaze.
