Chap. 315.—An ACT appropriating the public revenue for the fiscal
year 1876-77.
Approved April 4, 1877.
1. Be it enacted by the general assembly, That the public
taxes due prior to the first day of October, eighteen hundred
and seventy-six, as well as all other branches of revenue,
and all other moneys not otherwise appropriated, which shall
come into the treasury prior to the first day of October,
eigbteen hundred and seventy-seven, sball constitute a gen-
eral fund, and be appropriated for.the fiscal year, to close on
the thirtieth day of September, eighteen hundred and seven-
ty-seven, as follows, to-wit:
To expenses of the general assembly, for the session com-
mencing on the°first Wednesday in December, eighteen hun-
dred and seventy-six, one hundred and sixty-five thousand
dollars.
To salaries and allowances of the officers of civil govern-
ment, one hundred and twenty thousand dollars.
To defray criminal charges, including expenses of juries,
witnesses, and guarding jails, one hundred and fifty-five
thousand dollars.
For transporting convicts to the penitentiary, twelve thou-
sand dollars.
For supplies furnished for convicts in the penitentiary,
twenty-three thousand dollars.
For salaries of the superintendent, assistant keepers, clerk,
and surgeon at the penitentiary, and allowance to the board
of directors, nine thousand one hundred dollars.
For pay of the interior guard of the penitentiary, three
thousand two hundred dollars.
For pay of the exterior guard of the penitentiary, thirteen
thousand dollars.
For penitentiary manufacturing purposes (raw material),
fifteen thousand dollars.
To the Virginia military institute, twenty-five thousand
doJlars.
To military contingent fund, two hundred and fifty dollars.
For salary of the adjutant-general, out of which any clerk
employed in his office shall be paid, one hundred and ten
dollars.
To the Eastern lunatic asylum, in addition to receipts from
patients, sixty thousand dollars.
To the Eastern lunatic asylum, balance due for enlarge-
ment and alterations, under act of the tenth of March, eigh-
teen hundred and seventy-six, thirty-eight thousand dollars.
To the Central lunatic asylum, fifty thousand dollars.
To the Western lunatic asylum, in addition to receipts from
pay patients, sixty thousand dollars.
To Western lunatic asylum, balance due for enlargement
and alterations, under act March tenth, eighteen hundred
and seventy-six, forty thousand dollars.
For maintenance of lunatics in jail, twenty thousand
dollars.
7 To Institution for the deaf, dumb and blind, forty thousand
ollars.
To the University of Virginia, thirty thousand dollars.
To the University of Virginia, as provided by the act of
February twenty-six, eighteen hundred and seventy-six,
balance due, seven thousand five hundred dollars.
To Richmond medical college, fifteen hundred dollars.
To contingent expenses of courts, forty-five thousand
dollars.
To civil prosecutions, for expenses incident to suits in which
the commonwealth is a party, one thousand dollars.
‘ For annual allowance to reporter of the court of appeals,
cigbteen hundred dollars.
To rent of office for attorney-general, four huadred dollars.
To printing records of the court of appeals, five thousand
dollars.
To civil contingenj fund, ten thousand dollars.
To commissioners of. the revenue for taking lists of taxa-
ble property and subjects, preparing books, lists of licenses,
and postage, fifty-five thousand dollars.
To collector’s commissions, three thousand dollars.
To salary of messenger in office of the auditor of public
accounts, one thousand dollars.
Additional sum allowed porter to basement offices, of fifty
cents per day, one hundred and eighty dollars.
To contingent expenses of the office of the auditor of
public accounts for postage on wt we property, and other
books; on blanks, and for current correspondence, three
thousand dollars.
To contingent expenses of the second auditor’s office, three
hundred dollars.
To contingent expenses of the treasurer's office, three
hundred dollars.
For the employment of Mr. A. N. Newman, a temporary
clerk in the office of the treasurer, twelve hundred dollars.
To contingent expenses of the register’s office, one hundred
dollars.
To contingent expenses of the superintendent of public
buildings, one hundred dollars.
To contingent expenses of the office of the secretary of
the commonwealth, for postage on poll-books, blanks, and so
forth, four hundred and fifty dollars.
To registration of marriages, births and deaths, five thou-
sand dollars.
To vaccine agent, seven hundred and fifty dollars. .
For pensioners (wounded at Harpers’ Ferry —Jobn Brown
raid,) one hundred and ninety-two dollars.
For public printing, twenty-six thousand dollars.
For printing and binding twenty-seventh volume of Grat-
tan’s Reports, four thousand dollars.
For pay of an extra guard of the unissued bonds in the
treasurer's office, seven hundred and eighty dollars.
For the collection and preservation of historical papers,
five hundred dollars.
To compensation to the attorney-general for attending to
commonwealth’s cases in the United States courts, five hun-
dred dollars.
To contingent expenses of the board of public works, three
hundred dollars.
For pay of police employed at the capitol and State court-
house, and for pay of messengers to the executive depart-
ment, and to employees about the governor’s grounds and the
public square, seven thousand dollars.
To interest on Dawson fund, two thousand and fifty-two
dollars. |
To defray charger on the part ot Virginia incurred in the
adjustment of the boundary line between Virginia and Mary-
land by arbitration, to be paid in the following manner:
To Jeremiah S. Bluck, for services rendered as one of the
arbitrators, two thousand five bundred dollars.
To James B. Beck, for like services, two thousand five
hundred dollars.
To Charles J. Jenkins, for like services, two thousand five
hundred dollars.
To the personal representatives of William A. Grabam, for
services rendered previous to his death, in the same capacity,
two thousand dollars.
To A. W. Grabam, secretary, one thousand five hundred
dollars.
To William J. Robertson, counsel fee, three thousand dollars.
To R. T. Daniel, attorney-general, one thousand dollars.
To D. C. DeJarnette, for balance due on account of his
services as commissioner, one bundred and sixty-three dollars.
The governor is hereby requested to commupicate to the
governor of the state of Maryland so much of thia act as
relates to the compengation of the arbitrators, the honorables
Messra. Black, Jenkins, Beck and William A. Graham.
To pay for printing blank forms and expenses collecting
tax on oysters, two hundred dollars.
To pay college of electors for president and vice-president
of the United States, December, eighteen hundred and sev-
enty-six, five hundred dollars.
To superintendent of public buildings, for the purchase
and repair of necessary furniture for the halls of the general
assembly, and the clerks’ offices of the respective houses, one
thousand dollars.
For defraying expenses of providing registers under the
act imposing a tax upon the sale of distilled liquors, three
thousand dollars, to be expended under the direction of the
anditor of public accounts.
So much of the public revenue as may be received into the
treasury after the thirtieth day of September, eighteen hun-
dred and seventy-seven, and the surplus of all other appro-
priations made prior to that date, unexpended within the
fiscal year hereinbefore provided for, and all other moneys
not otherwise appropriated by law, shall constitute a general
fund to defray such expenses authorized by law as are not
herein particularly provided for, and to pay such amount as
may be ascertained to be due the lessees of the public ware-
house, and to defray the usual allowances to lunatic asylums,
und other current expenses of the commonwealth in the
fiscal ycar which will commence on the first day of October,
eighteen hundred and seventy-seven, and terminate on the
thirticth day of September, eighteen hundred and seventy-
eight. And the auditor of public accounts is hereby autho-
rized and required to issue his warrant in the same manner
as if the same had been specially mentioned, subject to such
exceptions, limitations, and conditions as the general assem-
bly bas prescribed, or may deem it proper to annex and pre-
scribe by law. The payments for support to the lunatic
asylums, for support and transportation of patients, and to
the Institution for the education of the deaf, dumb, and®blind,
shall be made one-fourth in advance on the first day of’ Octo-
ber; one-half on the first day of January (if the visitors or
directors so require), and the remaining one-fourth on the
first day of July: provided that the auditor of public accounts
shall pay the aforesaid ap ppropriations to the Central asylum
in montbly installments, if the visitors or directors so require.
