Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia be amended by adding a section numbered
17-140.1, as follows:

§ 17-140.1. Notwithstanding the provisions of the preceding section
or of § 24-145, in any city in this State having a population of more than
three hundred thousand, and having two or more courts of record, all
questions, powers and duties pertaining to the appointment and re-
moval of justices of the peace, members of the electoral board and other
non-judicial officials, shall be determined by a majority of the judges of
such courts. The senior judge in point of service of all of such courts shall
convene all such judges for purpose of such decisions and appointments.
