CHAPTER 608

An Act to amend the Code of Virginia by adding a section numbered
18.1-254.1, relating to the obstruction of free passage.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia be amended by adding a new section num-
bered 18.1-254.1, as follows:

§ 18.1-254.1. Any person or persons who in any public place or on
any private property open to the public unreasonably or unnecessarily ob-
structs the free passage of other persons to and from or within such
public place or private property and who shall fail or refuse to cease such
obstruction or move on when requested to do so by the owner or lessee
or agent or employee of such owner or lessee or by a duly authorized law
enforcement officer shall be guilty of a misdemeanor and punished as
provided in § 18.1-9. Nothing in this section shall be construed to pro-
hibit lawful picketing.
