An Act to amend and reenact §§54-152, 54-165 as amended, 54-169,
54-178, 54-181 as amended, 54-200.8 and 54-200.16, of the Code of
Virginia, relating respectively to temporary permits for certain per-
sons to practice dentistry and dental hygiene, receipts and expenses,
applications for licenses, and fees.

Be it enacted by the General Assembly of Virginia:
1. That §§ 54-152, 54-165 as amended, 54-169, 54-178, 54-181 as
amended, 54-200.8 and 54-200.16 of the Code of Virginia be amended and
reenacted as follows:
3 54-152. Temporary permits for certain clinicians and teachers.—
Nothing in this chapter shall prevent the issuance of a permit to a grad-
uate of a dental school or college or the dental department of a college or
university approved by the State Board of Dental Examiners, who has a
D.D.S. or D.M.D. degree and 1s otherwise qualified, and who is not licensed
to practice dentistry in this State and who has not fatled an examination
for a license to practice dentistry in this State, to serve as a clinician for
the State Department of Health * or asa clinician in a dental clinic estab-
lished by a law and operated by the State or by a Board of Directors under
a department of the State Health Department. Applicants for such permits
shall be certified to the Secretary of the Board by the State Health Com-
missioner and the Director of the Division of Dental Health of the State.
The holder of such a permit shall not be entitled to receive any fee or
other compensation other than such salary as may be paid him as an
employee of the State Department of Health or of a legally operated dental
clinic. Such permits expire on June thirty next after their issuance, or
shall terminate when the holder thereof ceases to be employed by the
person certifying him. Such permits may be reissued after their expiration
or may be revoked at any time for cause in the discretion of the Board.
A fee of twenty-five dollars shall be paid to the Board upon the issuance
of such a permit or upon each renewal thereof.
Nothing in this chapter shail prevent the issuance of a permit to a
graduate of a dental school or college or the dental department of a college
or university approved by the * State Board of Dental Examiners, who
has a D.D.S. or D.M.D. degree and is otherwise qualified, and who ts not
licensed to practice dentistry in this State, and who has not failed an
examination for a license to practice dentistry in this State, to serve as a
teacher in * a dental school in this State. Such permit shall be issued only
upon the certification of the dean of the dental school in this State to the
Secretary of the Board that the applicant is a bona fide member of the
staff of that school. Such permits shall be valid for one school year and
may be reissued when expired or may be revoked at any time for cause
tn the discretion of the Board. The holder of such a permit shall be entitled
to perform all operations which a person licensed to practice dentistry in
this State would be entitled to perform, but only within the facilities of
the dental school and as an adjunct to his teaching functions in such school.
The holder of such a permit shall not be entitled to receive any fee or other
compensation other than such salary as may be paid a member of the
teaching staff of such dental school. A fee of twenty-five dollars shall be
paid to the Board upon the issuance of such a permit or upon each renewal
thereof.

Nothing in this chapter shall prevent the issuance of a permit toa
graduate of a dental school or college or the dental department of a
college or university, approved by the State Board of Dental Examiners,
who has a D.D.S. or D.M.D. degree and is otherwise qualified, and who
ts not licensed to practice dentistry in this State and who has not failed
an examination for a license to practice dentistry in this State, to serve
as a clinician in a State mental institution or as a dental intern or dental
residency in a hospital operated or licensed by the State which maintains
a dental intern or residency program. Applicants for such permits shall
be certified to the Secretary of the Board by the State Commissioner of
the Department of Mental Hygiene and Hospitals or the Director of a
hospital operated or licensed by the State which maintains a dental intern
or residency program. Such permits shall authorize the holder thereof to
serve for a period of not more than one year, as a dental clinician in a
State mental institution or as a dental intern or a dental resident in any
hospital licensed or operated by the State. The holder of such a permit
shall function under the supervision of the superintendent of the State
mental institution and/or under the dental staff of the hospital and shall
limit his practice to patients selected by the hospital. The holder of such
a permit shall not be entitled to receive any fee or other compensation
other than such salary as may be paid by such hospital. Such permits
expire on June thirty next after their first issuance, or on the date the
dental internship or residency 1s discontinued, whichever first occurs.
Such permits may be reissued after their expiration or may be revoked at
any time for cause in the discretion of the Board. A fee of twenty-five
dollars shall be paid to the Board upon the issuance of such a permit or
upon each renewal thereof.
Nothing in this chapter shall prevent the issuance of a permit to a
graduate of a school of dental hygiene approved by the Board of Dental
Examiners, who has an approved education degree of B.S., A.B. or M.S.
and is otherwise qualified, and who ts not licensed to practice dental hy-
gtene in this State and who has not failed an examination for a license
to practice dental hygiene in this State, to serve as a teacher in a school
of dental hygiene in this State. Such permit shall be issued only upon the
certification of the Director of the dental hygiene school in this State to
the Secretary of the Board that the applicant is a bona fide member of
the staff of that school. Such permits shall be valid for one school year
and may be reissued when expired or may be revoked at any time for
cause in the discretion of the Board. The holder of such permit shall be
entitled to perform all operations which a person licensed to practice dental
hygiene in this State would be entitled to perform, but only within the
facilities of the school of dental hygiene and as an adjunct to teaching
functions in such school. The holder of such permit shall not be entitled

§ 54-165. Receipts paid into State treasury and expenses paid there-
from.—All funds accruing under this chapter shall be paid into the State
treasury. The expenses of maintaining the Board shall be paid from the
State treasury, upon voucher signed by the president and secretary-treas-
urer of the Board, when properly approved in conformity to law, out of
funds accruing to the State Treasurer under the provisions of this chapter,
or such funds as are available for the payment of such accounts. *
§ 54-169. Application and fee—An application for such license shall
be made to the Board in writing, and shall be accompanied by the exam-
ination fee of * fifty dollars.
§ 54-173. Reciprocity with other states.—The Board may, at its
discretion, arrange for reciprocity with the authorities of other states and
territories having requirements equal to those established by this chapter.
If the candidate who desires to procure a license, from the Board, to
practice dentistry in this State has been engaged in the actual and ethical
practice of dentistry in such other states and countries for five consecutive
years just prior to his application, certificates may be granted applicants
to practice under such reciprocity on payment of a fee of * fifty dollars
to the Secretary of the Board.
§ 54-181. Annual registration.—It shall be the duty of the Secretary
of the Board to mail to each person, whose name appears upon the register
of the Board, on or before January first of each year, a printed blank form
to be filled out by such person, which form shall be returned to the Secre-
tary properly filled out, together with the fee of * ten dollars and shall
receive therefor a registration certificate, stamped with the seal of the
oard.
§ 54-200.8. Application and fee.—An application for such license
shall be made to the Board in writing, and shall be accompanied by the
examination fee of * thirty-five dollars.
§ 54-200.16. Annual registration.—It shall be the duty of the Secre-
tary of the Board to mail to each person whose name appears upon the
register of the Board, on or before January first of each year, a printed
blank form to be filled out by such person, which form shall be returned to
the Secretary properly filled out, together with the fee of * five dollars, and
