An Act to amend and reenact §§ 638-56 and 68-82, as amended, of the
Code of Virginia, relating to terms of office of the members thereof;
and compensation of local superintendents and employees. rH 404]

Be it enacted by the General Assembly of Virginia:
i §§ 63-56 and 63-82, as amended, be amended and reenacted as
ollows:
§ 63-56. Terms of office.—The members of each such local board *
first appointed under the provisions of this title shall be appointed 7
initially for terms of from one to four years so as to provide for the
balanced overlapping of the terms of the membership thereon and the
members of a local board representing more than one county or city
shall be appointed initially for such terms, of not less than one nor more
than * four years, as may be determined by the governing bodies of their
respective counties and cities. Subsequent appointments shall be for a
term of * four years each, except that appointments to fill vacancies shall
be for the unexpired terms. No person shall serve more than two consecu-
tive terms of office and the term of office being served on the effective
date of this act, if a full term, shall constitute the first of such terms;
provided, however, that this section shall not apply where the officer in
charge of a department or division of public welfare of a county or city
is constituted the local board. For the purpose of succession, all appoint-
ments except those to fill a vacancy created other than by expiration of a
term, shall be deemed a full term of office.
§ 63-82. Compensation.—The local superintendent and other persons
employed by the local board or local superintendent of any county or city
shall be paid such compensation by such county or city as shall be fixed
by the local board within the compensation schedules provided in the
Merit System Plan. Provided, that * the governing body of any county
or city may provide that the local superintendent and other persons
employed by the local board or local superintendent shall be paid compen-
sation in excess of the schedules provided in the Merit System Plan. Such
oe aon however, shall be paid wholly from the funds of such county
or city.
