An Act to amend the Code of Virginia by adding thereto a section
numbered 63-165.1, to provide for confidential nature of register main-
tained by Commission for the Visually Handicapped; conditions under
which information released; and to amend and reenact § 63-204 of
the Code of Virginia, relating to penalty for disclosure of such infor-
mation.

Be it enacted by the General Assembly of Virginia:
L. That the Code of Virginia be amended by adding thereto a section
numbered 63-165.1 and that § 63-204 of the Code of Virginia be amended
and reenacted as follows:
§ 63-165.1. Information contained on the register referred to im
§ 63-165 concerning individuals shall be confidential for purposes other
than those directly connected with the administration of programs under
the Commission’s jurisdiction or as required by other agencies of the State.
Information needed for research purposes may be made available to an
organization or individual engaged in research only for purposes directly
eonnected with the administration of programs relating to the visually
handicapped, including research for the development of new knowledge or
techniques which would be useful in the administration of the program,
but only if the organization or individual furnishes satisfactory assurance
that the information will be used solely for the purpose for which it 18
provided; that it will not be released to persons not connected with the
study under consideration; and that the final product of the research wil
not reveal any information that may serve to identify any person about
whom information has been obtained through the Commission without
written consent of such person and the Commission.
§ 63-204. Disclosing information for purposes not connected with
aid.—If any person willfully discloses information concerning applicants
and recipients for purposes other than those directly connected with the
administration of aid to the blind except as provided by § 63-165.1, he
shall be guilty of a misdemeanor, and upon conviction shall be punished
accordingly.
