An Act to amend and reenact § 15.1-28, of the Code of Virginia, relating
to the adoption of ordinances taxing and regulating automobile
graveyards by counties, cities and towns; validating certain ordt-
nances.

Be it enacted by the General Assembly of Virginia:
1. That § 15.1-28, of the Code of Virginia be amended and reenacted
as follows:
§ 15.1-28. Ordinances taxing and regulating ‘‘automobile grave-
yards” and “junkyards’’.
(a) The governing body of each county, city and town in this State
may adopt ordinances imposing license taxes upon and otherwise regulat-
ing the maintenance and operation of places commonly known as auto-
mobile graveyards and junkyards and may prescribe fines and other pun-
ishment for violations of such ordinances.
No such ordinance shall be adopted until after notice of intention
to propose the same for adoption shall have been published prior to its
adoption once a week for two successive weeks in some newspaper pub-
lished in such county or city or, if there be no newspaper published therein,
then in some newspaper having general circulation in such county or city
and no such ordinance shall become effective until it shall have been pub-
lished in full for two successive weeks in a like newspaper.
As used in this section the terms “automobile graveyard” and “junk-
yard” shall have the meaning ascribed to * them in § 33-279.3.
Any ordinance adopted by any county, city or town which was
enacted in conformity with § 33-279.3 as it existed prior to April four,
nineteen hundred sixty-six, is hereby validated.
