CHAPTER 329
An Act to establish a Metropolitan Uniform Laws Commission for the
cities of Chesapeake, Portsmouth, Norfolk and Virginia Beach; to
provide its powers and duties; localities to appropriate funds.

Whereas, the cities of Chesapeake, Portsmouth, Norfolk and Virginia
Beach are adjacent to each other; and
Whereas, there is difficulty in ascertaining the difference between
laws and regulations of each city; and
Whereas, it is in the public interest that there be uniformity when-
ever and wherever feasible, with special reference to the ordinances on
motor vehicles, crimes and offenses, plumbing and zoning, building, plan-
ning, subdivisions and housing, and all other related ordinances and laws;
now, therefore,
Be it enacted by the General Assembly of Virginia:
1. §1. That there is hereby established a Metropolitan Uniform Laws
Commission for the cities of Chesapeake, Portsmouth, Norfolk and Virginia
Beach, to be composed of two members from each city to be selected by
the council of each city. One member from each city shall be the city
attorney, or assistant city attorney. Each member shall be appointed for a
term of two years. The Commission shall select its chairman. The Commis-
sion shall study the laws of the several cities, with a view toward achiev-
ing uniformity, insofar as is practicable, in ‘such laws. The Commission
shall also prepare a budget for the purpose of financing the work of the
Commission and shall present such budget to the governing bodies of the
several cities for approval. Upon approval of the budget, each city shall
appropriate its proportionate share, which shall be fixed by agreement
between the cities, to the Commission.
