An Act to amend and reenact § 24-118, as amended, of the Code of
Virginia, relating to registration records. rH 153]

Be it enacted by the General Assembly of Virginia:
1. That § 24-118, as amended, of the Code of Virginia be amended and
reenacted as follows:
§ 24-118. Registration on serial cards or in loose leaf binders in
counties and cities.—In the discretion of the electoral board of any city
or any county, in lieu of registering voters in permanent books the elec-
toral board may provide for the registration of voters (1) on serially
numbered cards, or (2) in loose leaf binders locked with an approved key
locking device * provided that such system of registration shall not be
adopted by the electoral board of any county unless and until the same
be approved by the governing body of the county.
In the event that such card or loose leaf binder system of registration
is adopted by the electoral board of any city, or by the electoral board of
any county, it shall be the duty of the general registrar of such city, or
the general registrar or registrars of the several voting districts of such
county, as the case may be, including any town voting districts or pre-
cincts in such county, to proceed forthwith to register the names of all
voters of such city, or of the several voting districts of such county and of
any town therein, as the case may be, including those heretofore registered,
on serially numbered cards, or in loose leaf binders, approved by the
electoral board, which registration shall be as effective as if the names of
such persons had been registered in permanent books, as heretofore pro-
vided by law. Thereafter, all laws applicable to registration books and
the use thereof, shall apply to such registration cards, or loose leaf binders.
This section shall not be construed as authorizing the general registrar
of any city, or any registrar of any election district of any county or of
any town therein, or the electoral board thereof, to provide for the de-
struction of any books, or records, now in existence, relating to registra-
tion of voters.
